The adjustable phase shifter comprises a dielectric layer located between a first substrate and a second substrate; the first electrode is arranged on the first substrate; the second electrode is arranged on the second substrate; wherein the second electrode comprises at least one patch electrode arranged on the second substrate at intervals, and the orthographic projection of the first electrode on the second substrate at least covers part of the dielectric layer and part of the orthographic projection of the patch electrode on the second substrate.
