The invention discloses a hierarchical verification starting method. The method comprises the following steps: loading a to-be-verified starting mirror image; verifying the credibility of a first-level key in the start mirror image to be verified, the first-level key being generated by a customer manufacturer and authorized by an original manufacturer; when it is determined that the first-level key is credible, the credibility of a program mirror image file in the to-be-verified starting mirror image is verified through the first-level key; when it is determined that the program mirror image file is credible, the credibility of the starting mirror image to be verified is verified according to the program mirror image file; and when the to-be-verified starting mirror image is credible, starting is executed based on the to-be-verified starting mirror image.
