The system comprises a fuel cell high-voltage bus voltage detection device which comprises a fuel cell bus voltage detection device and a fuel cell bus capacitor voltage detection device; the high-voltage bus fusing device comprises a fuel cell main loop fuse; the fuel cell high-voltage pre-charging device comprises a pre-charging contactor, a high-voltage pre-charging resistor, a fuel cell high-voltage main positive contactor and a fuel cell high-voltage main negative contactor. According to the invention, the active discharge strategy when the system is shut down is executed by judging the magnitude of the voltage at the voltage of the fuel cell, the magnitude of the discharge current can be accurately controlled, the discharge timeliness of the fuel cell is improved, and the whole life cycle of the fuel cell is prolonged.
