The method comprises the following steps: firstly, determining a relation between generated power and output power through an equivalent circuit diagram of a photovoltaic cell; considering a reactive power output state when a photovoltaic panel breaks down, and determining the probability of stable operation of the photovoltaic power generation system by using the reliability so as to determine the actual output power; the established cost function comprises resource cost, operation and maintenance cost, penalty cost and environmental benefit, and the penalty cost is generated when the output power of the photovoltaic power generation system cannot meet user requirements.
