A central database collects network information of various devices in a power operation and maintenance network and geographical distribution corresponding to each level; the cache sub-database collects power operation and maintenance network security early warning information and operation conditions of various devices in real time; the information processor and the central processor perform double analysis and processing on the real-time data to obtain related signals; and the central alarm system sends out a corresponding alarm signal according to the related signal.
