According to the method, design of high aperture efficiency and low sidelobe characteristics is achieved through phase modulation of the two electromagnetic metasurface planes, Chebyshev radiation field aperture distribution required by the low sidelobe characteristics is achieved through phase modulation of the first metasurface plane, and meanwhile energy loss is avoided in the design process of the low sidelobe characteristics through phase control. Therefore, the characteristic of high aperture efficiency is realized.
