The invention relates to waterborne epoxy compounded reed straw modified emulsified asphalt as well as a preparation method and application thereof. The waterborne epoxy compounded reed straw modified emulsified asphalt is mainly applied to a road pre-maintenance and pavement disease treatment method. The emulsified asphalt mainly comprises the following raw materials in parts by weight: 60 parts of petroleum asphalt, 40 parts of water, 1.2-1.8 parts of reed straws, 0.4 part of an emulsifier A, 0.2 part of an emulsifier B, 0.2 part of a stabilizer, 5-6 parts of an epoxy resin emulsion, 2.5-3 parts of a liquid epoxy resin curing agent, 2 parts of polyphosphate, 3 parts of glass fibers and 2 parts of a rheology modifier. Compared with the prior art, the emulsified asphalt prepared by the preparation method disclosed by the invention has the advantages that the problems of insufficient durability and poor rutting resistance of asphalt are greatly improved, meanwhile, the low-temperature performance of the emulsi
