The method comprises the steps of forming line names of lines of all levels on a distribution line to be discriminated and an attribute list of switches and distribution transformers; selecting section switches on the main line and dividing the section switches into a plurality of main line automatic switch section intervals; distributing the distribution transformer to a corresponding main line automation switch section interval, and carrying out automation switch effective coverage discrimination; if any segmented interval does not meet effective coverage, judging a branch line corresponding to the interval; if all the branch lines meet effective coverage, the user number in the interval is deducted and then judgment is carried out; and completing effective coverage discrimination of the distribution line after all the segmented intervals of the main line are discriminated.
