According to the preparation method, polyacrylonitrile is taken as a core layer, tetrabutyl titanate and polyvinylpyrrolidone are taken as a shell layer, coaxial electrostatic spinning is performed to prepare a fiber membrane, and then first high-temperature treatment and second high-temperature treatment are performed to prepare the modified silicon dioxide fiber membrane.
