The method comprises the following steps: 1, adding a certain amount of titanium precursor into an alcohol-containing solvent; 2, adding a certain amount of phosphoric acid into the mixed solution obtained in the step 1, reacting for a certain time, washing, drying, and calcining in a muffle furnace to obtain an amorphous nano titanium dioxide material; the nano TiO2 preparation method provided by the invention is a practical and innovative construction strategy of a catalyst for synthesizing ammonia through electro-catalysis nitrate reduction.
