The invention discloses a low-grade waste heat steam molten salt two-phase change heat exchange circulation system which comprises a heat storage water tank and a plurality of molten salt heat exchangers connected in parallel through a steam inlet pipeline, and each molten salt heat exchanger is connected with a steam-water separator in parallel. The steam-water separator and each molten salt heat exchanger are respectively connected with the hot water storage tank through a first water outlet pipeline, and the steam-water separator is connected with a user side through a steam outlet pipeline; the hot water storage tank is connected with a booster pump set through a second water outlet pipeline, and the booster pump set is connected with each molten salt heat exchanger through a water inlet pipeline; and the water outlet pipeline and the water inlet pipeline are communicated with each other. The low-grade steam is used as a heat source and the fused salt is used as a heat storage medium for storage and reuti
