According to the technical scheme, new energy output and load curves are adopted as input, a cost penalty function is compensated in the net load peak period, meanwhile, energy storage battery operation loss cost is considered, multi-source cooperative operation optimization is carried out with the purpose of optimal system overall economical efficiency, and therefore an energy storage operation strategy is formulated; and then calculating system reliability indexes before and after the evaluation resources are added by adopting a convolution method, and calculating the capacity confidence of the new energy-energy storage system under different time scales by adopting a non-iterative interpolation algorithm.
