The catalyst comprises a biomass-based carrier and a platinum-based bimetallic active component loaded on the biomass-based carrier, the biomass-based carrier comprises a porous carbon material containing an N element and an O element; the platinum-based bimetallic active component contains Pt and a second metal element; the second metal element comprises any one or a combination of at least two of Cr, Pd, Cu, Rh or Ir. The preparation method comprises the following steps: mixing a biomass material and an activator solution to prepare a porous carbon material, and then loading a Pt element and a second metal element by taking the porous carbon material as a carrier to obtain the catalyst.
