In the device, a first suction cup and a first stripping mechanism are arranged at the tail end of a mechanical arm, and the first suction cup is used for adsorbing release paper of the carbon fiber prepreg; the second stripping mechanism is used for stripping the polyethylene film in the carbon fiber prepreg adsorbed by the first suction cup; the paving table is used for placing a finished product prepreg to be paved, and the mechanical arm is used for transferring the carbon fiber prepreg without a polyethylene film to the paving table and enabling the first suction cup to be separated from release paper of the carbon fiber prepreg, so that the finished product prepreg to be paved and the carbon fiber prepreg without the polyethylene film are laminated; and the release paper of the carbon fiber prepreg is stripped by using the first stripping mechanism under the driving of the mec
