The manufacturing method comprises the following steps: step 1, weaving a net-shaped anti-tearing layer and a reinforcing layer; 2, proportioning raw materials of the flame-retardant insulating plate; 3, pre-curing the raw materials of the flame-retardant insulating plate; 4, combining the net-shaped anti-tearing layer with the reinforcing layer and the flame-retardant insulating plate raw material; 5, shaping the raw material of the flame-retardant insulating plate; and 6, taking out the raw material of the flame-retardant insulating plate. According to the manufacturing method of the resin-based flame-retardant insulating plate, the manufactured resin-based flame-retardant insulating plate is good in strength and tear resistance, and meanwhile, the plate-shaped mold groove can be cooled during manufacturing, so that the resin-based flame-retardant insulating plate can be conveniently taken out by a worker.
