The method comprises the following steps: acquiring related data in a pumped storage power station and an action area, CO2 emission generated by the pumped storage power station for promoting new energy power generation to replace fossil fuel thermal power plant power generation, and emission generated by the pumped storage power station for consuming off-grid power; determining a carbon emission accounting boundary of the pumped storage power station according to the CO2 emission amount and the emission amount generated by consuming the off-grid power; based on the related data and the carbon emission accounting boundary, establishing a datum line emission quantitative model of the pumped storage power station and a project emission quantitative model of a pumping stage; calculating a datum line emission according to a datum line emission quantitative model; calculating the p
