The device comprises a light source module, a light beam splitter, an amplitude modulation module, a frequency shift modulation module and a radio frequency generation and phase frequency receiving module, the light source module is used for generating an optical carrier signal; the optical beam splitter is used for dividing the optical carrier signal into an upper path and a lower path; the amplitude modulation module is used for modulating an input microwave sweep frequency signal onto an optical carrier signal and outputting an optical amplitude modulation signal; and the frequency shift modulation module is used for modulating the input microwave signal with the fixed frequency to the optical carrier signal, and outputting the optical carrier signal with the fixed frequency shift through amplification and filtering.
