The method comprises the steps that the multi-dimensional meteorological data are acquired from multiple data sources, and terrain and city data are acquired from a ground sensor and GIS data; establishing a multi-dimensional meteorological prediction model and a three-dimensional terrain and city model, and performing fusion according to spatial three-dimensional coordinates; analyzing and judging a prediction result of the model, and judging whether the prediction result exceeds an environment bearing threshold value or not; when the prediction result exceeds the bearing threshold value, it is indicated that disasters may occur, and corresponding early warning measures are triggered.
