A lattice constant gradient photonic crystal and a lattice constant constant photonic crystal are respectively formed by arranging waveguides, and the lattice constant gradient photonic crystal and the lattice constant constant photonic crystal form a Moire lattice; in the process that the signal light is transmitted along the waveguide, the period of the Moire lattice slowly and continuously changes, and topological pumping from the boundary to the boundary is achieved; the preparation conditions are simple and universal, experiments and measurement can be carried out in the optical wave band, the measurement process is simple, external mechanical or manual control and adjustment are not needed to reach the next parameter, and any type of transverse constraint or nonlinearity is not needed to serve as a self-constraint mechanism.
