The invention belongs to the technical field of spaceflight measurement and control, and relates to a constellation configuration keeping method and system based on a reference configuration dynamic determination strategy, and the method comprises the steps: determining the reference configuration of a current constellation according to the satellite average orbit parameter of the current constellation; calculating the real-time configuration of the current constellation relative to the reference configuration according to the determined constellation reference configuration; calculating the actual configuration deviation evolution condition of the current constellation relative to the reference configuration in a future period of time; and according to the current configuration deviation and the configuration deviation evolution condition, determining satellites needing configuration maintenance in a period of time in the future according to a set configuration threshold, and calculating and outputting a con
