A bicycle operating device includes a base member, an operated member, and a cover member. The base member is configured to be mounted to a bicycle portion. The base member has an interior region and an access opening in communication with the interior region. The operated member is movable relative to the base member between a rest position and an operated position. The cover member is slidably coupled to the base member in a sliding direction between a first position closing the access opening and a second position at least partially exposing the access opening.
