The method comprises the following steps: S1, carrying out probability modeling on the influence of typical disasters, and calculating the fault probability of the line of the offshore wind power system; s2, system toughness is calculated based on the probability that the line breaks down; s3, calculating a new toughness index R based on the influence increment and the system toughness; s4, calculating the sensitivity dR/(dpk) of the system toughness to the fault probability change of different lines; and S5, arranging the strengthening priority for the lines according to the sequence of the sensitivity dR/(dpk) from large to small.
