In one specific embodiment, the system comprises a navigation load, satellite equipment and ground equipment, wherein the navigation load is used for generating and sending GNSS (Global Navigation Satellite System) original measurement data and inter-satellite ranging information; the ground equipment is used for generating and sending navigation enhancement information according to the GNSS original measurement data, the inter-satellite distance measurement information and the navigation signal; and the on-satellite equipment is used for transmitting the GNSS original measurement data, the inter-satellite distance measurement information and the navigation enhancement information.
