The invention provides application of an overexpression reagent as a plant seed development inhibitor. The overexpression reagent is a reagent for promoting WRKY71 protein and/or WRKY71 gene expression. According to the application, an overexpression reagent for promoting expression of the WRKY71 protein and/or the WRKY71 gene is used as a plant seed development inhibitor, so that the gene is overexpressed on crops which are not cultivated with seeds as a target to harvest expected new crop germplasm, and the application has important application in promoting crop breeding.
