Comprising the following steps: mixing precursors of a nitrogen source and a carbon source, carrying out continuous gradient heating in an inert atmosphere, carrying out heat preservation at 207 DEG C for 2 hours, carrying out heat preservation at 550 DEG C for 6 hours, and carrying out heat preservation at 900 DEG C for 3 hours; and cooling to obtain a catalyst product. The two-dimensional carbon layer structure of the catalyst contains a large number of C = N-H functional groups, catalytic active sites are provided, the higher atom utilization rate can be achieved, and the stability is better; the optimized C = N active sites are more beneficial to the reaction of CRR, and can promote the generation of the C-N coupling process.
