The system comprises a server which is used for receiving network command issuing information containing terminal information of a plurality of mobile command issuing terminals, encoding the network command issuing information to obtain an internal operation instruction after the terminal information passes verification, and sending the internal operation instruction to a command issuing system, the terminal information comprises user ID information used for logging in by the mobile order issuing terminal; the instruction issuing system determines an instruction receiving unit based on the received internal operation instruction and draws up an operation order based on the internal operation instruction, and the operation order comprises an operation instruction and an ID field containing terminal information; and the electric power access control system comprises a plurality of electric
