The method comprises the following steps: firstly, preprocessing clutter and noise signals in original radar echo signals by adopting methods such as a channel signal subtraction method, a direct subtraction averaging method, linear trend suppression, automatic control gain and slow time filtering; and echo selection is carried out by calculating the time delay corresponding to the SE value peak value of the radar receiving pulse along the slow time direction, so that a target is positioned.
