A health safety support device (300) capable of recommending a health plan suitable for a user to the user on an objective basis is provided with: an extraction unit (301) that extracts a health plan from a database (DB200) in which individual information and health condition indicators of each of a plurality of subjects are stored; extracting a plurality of target objects whose health indexes obtained according to the health condition indexes are in an improved or maintained state (S101); a clustering unit (302) that clusters the plurality of target objects into a plurality of groups (S102) on the basis of the individual information of each of the plurality of target objects; a collection unit (303) that collects personal information of the user (S103); an analysis unit (304) that analyzes, in accordance with the collected personal information of the user, a group to which the user belongs among the plurality of groups (S104); and a recommendation unit (305) that recommends, to the user (S105), a health plan
