The invention discloses a generation device of a quarter anti-rising cosine window and a steepest tracking filter. The generation device comprises an input end, a subtracter, a first summator, a second summator, a first integrator, a second integrator, a fixed proportion controller and a delayer. The subtracter, the first integrator and the second integrator are connected in sequence, and the second integrator is connected with the subtracter to form closed-loop feedback; the first integrator is connected with the first summator, the first summator is connected with the fixed proportion controller, the fixed proportion controller is connected with the delayer, and the second integrator and the delayer are respectively connected to the second summator. A plurality of integrators, a subtracter, a delayer and a plurality of adders are used for generating a quarter anti-rising cosine window function, and different from an existing window function, a steepest tracking filter is constructed through a quarter anti-r
