The method comprises the following steps: dissolving a nickel salt and a buffer agent into deionized water, adding an organic molecule regulator, regulating the pH value of the solution by using inorganic acid to obtain an electrolyte solution, putting a conductive substrate into an electroplating device for electroplating, putting a sulfuric acid aqueous solution into an anode chamber, taking an Ag/AgCl electrode as a reference electrode, taking a titanium sheet coated with IrO2/RuO2 mixed metal oxide (MMO) as an anode, and carrying out electrochemical treatment on the conductive substrate to obtain the nickel-based composite electrode.
