The preparation method comprises the following steps: in a protective gas atmosphere, heating amorphous coarse boron powder to 600-1200 DEG C at a constant speed, and carrying out heat preservation and roasting; and rapidly pouring the roasted coarse boron powder into a hydrochloric acid-hydrofluoric acid mixed acid, carrying out acid quenching treatment, carrying out solid-liquid separation, and carrying out vacuum drying to obtain the high-purity and high-activity amorphous boron powder. The magnesium content in the high-purity and high-activity amorphous boron powder is reduced to 1.36%, the purity of the boron powder is improved to 93%, and the ignition temperature is reduced to 657 DEG C from 731 DEG C.
