The water-air dual-medium switchable propelling device comprises a duct shell, a bidirectional driving structure, a pneumatic spiral assembly and a hydrodynamic spiral assembly. The bidirectional driving structure comprises a rotating mechanism with two connecting ends and a speed reducing mechanism connected to one connecting end of the rotating mechanism. The hydrodynamic spiral assembly is connected with one end of the rotating mechanism connected with the speed reducing mechanism through a first one-way rotating piece, and the pneumatic spiral assembly is connected with the other connecting end of the rotating mechanism through a second one-way rotating piece.
