An FC-AE-1553PON type network high-speed communication controller comprises an FC-AE-1553NT communication control core and an EMIF (external memory interface) communication control core. The FC-AE-1553NT communication control core realizes communication with the NC through an FC-AE-1553NT type network interface, receives a control instruction and data sent by the NC, stores the data in a data cache, forwards the control instruction to the EMIF communication control core, reads application layer data stored in the data cache by the EMIF communication control core, and sends the application layer data to the NC; the EMIF communication control core realizes communication with an application layer through an EMIF interface, receives data sent by the application layer, stores the data sent by the application layer into a data cache, reads NC data stored in the data cache by the FC-AE-1553NT communication contro
