Zusammenfassung:	The invention discloses a potential energy recovery device which comprises a low-pressure warm water distribution column, a high-pressure warm water distribution column, a one-way valve, a warm water three-way connector, a variable-diameter flange, a pressure exchange cavity, a high-pressure cold water distribution column, a cold water three-way connector, a hydraulic control valve and a hydraulic oil cylinder, and the pressure exchange cavity is fixedly connected through the variable-diameter flange. The pressure exchange chamber and the valves at the two ends of the pressure exchange chamber are ingeniously switched on and off, so that high-pressure chilled water which is generated by a ground refrigerating unit and is conveyed to the underground can be conveniently converted into low-pressure chilled water to be used by cooling equipment such as an air device on an underground working surface; and low-pressure warm water returned from cooling equipment such as the air cooler is converted into high-pressure
