Zusammenfassung:	The invention provides an infrared transmitter capable of modulating emissivity and an infrared transmitter system, the infrared transmitter comprises at least one transmitting unit, the transmitting unit is of a one-dimensional periodic grating structure, the transmitting unit comprises a substrate layer and a transmitting layer, the transmitting layer comprises a thermally induced phase change layer, and the thermally induced phase change layer is arranged between the substrate layer and the transmitting layer. The thermally induced phase change layer is used for modulating the emissivity of the infrared transmitter according to the change of the external temperature; according to the infrared transmitter capable of modulating the emissivity provided by the invention, the thermally induced phase change layer is arranged in the transmitting unit with the one-dimensional periodic grating structure, and the thermally induced phase change layer can modulate the emissivity of the infrared transmitter according t
