The method is used for deeply removing low-concentration heavy metal thallium in mine and smelting wastewater. The purifying agent comprises a modified mixed flocculant and a composite activated carbon filter element. After the modified mixed flocculant is used for preliminarily purifying the wastewater, the wastewater is further purified through the composite activated carbon filter element.
