The mesoporous molecular sieve-based solid acid-base catalyst is used for synthesizing transformer insulating oil through cottonseed oil ester exchange, and the preparation method of the mesoporous molecular sieve-based solid acid-base catalyst comprises the following steps: synthesis of a hard template, preparation of a catalyst skeleton, preparation of a precursor and preparation of the solid acid-base catalyst.
