According to the invention, sodium citrate is taken as a carbon source precursor, B2O3 is taken as a doped boron source, and the non-metal carbonaceous catalyst capable of efficiently and selectively degrading phenol organic pollutants is synthesized. The nonmetal carbonaceous catalyst transfers electrons in the phenol organic pollutants as electron donors to the peroxydisulfate metastable surface compound as an electron acceptor through the catalyst as an electron shuttle, and the phenol pollutants are degraded.
