The embodiment of the invention discloses a resource management method and device and electronic equipment, and the method comprises the steps: obtaining the resource cost of each resource pool used by each application from a data configuration module, and obtaining a cluster corresponding to each application in each resource pool, the resource cost of any resource pool is determined according to the total cost of the servers having the mapping relationship with any resource pool; determining the original cost of each application according to the cost of the corresponding resource pool and the corresponding cluster; according to an application topology relationship stored in the application topology maintenance system, determining the apportioned cost of downstream applications corresponding to each application; wherein the application topological relationship is used for representing a dependency relationship among the applications; superposing the original cost of each application and the apportioned cost o
