The device comprises a box body structure which sleeves the periphery of an anti-seismic stop block; a multi-gradient corrugated sandwich structure is arranged between the box body plate and the bridge superstructure and comprises a multi-gradient corrugated sandwich plate and two flexible energy absorption blocks, and the corrugated sandwich plate and the energy absorption blocks are connected through springs; an outer plate is arranged on the outer side of the multi-gradient corrugated sandwich structure and connected with the energy absorption blocks through bolts.
