Wherein RE is one or more of scandium, yttrium, lanthanum, gadolinium and lutetium, X is one of chlorine or iodine, x is more than 0 and less than or equal to 0.01, y is more than 0 and less than or equal to 0.1, and z is more than 0 and less than or equal to 6. By adding low-concentration Pr < 3 + > active ions, the difference between neutrons and gamma waveforms is expanded based on the rapid decay time of the Pr < 3 + > active ions, so that the neutron/gamma discrimination capability is remarkably improved; the rare earth potassium cryolite scintillating material has excellent neutron/gamma discrimination capability, high light output and excellent energy resolution, and has comprehensive performance obviously superior to that of the existing Ce < 3 + >-activated rare earth potassium cryolite sci
