The starting device comprises an air compressor; the circulating device comprises a first input end, a second input end and an output end, the first input end is communicated with the atmosphere, the output end is communicated with an inlet of the air compressor, an outlet of the air compressor is communicated with the air inlet, the second input end is communicated with the air outlet, and the oxygen content of air at the air outlet is lower than that of the atmosphere.
