The copper-steel bimetal valve plate comprises a copper base body, and a copper alloy layer is arranged on the surface of the steel base body in a laser cladding mode. The copper alloy layer is composed of, by mass, 10%-15% of Pb, 7%-10% of Sn, 3%-5% of Bi and the balance Cu. A small amount of Bi is added into the copper alloy powder, so that the copper alloy layer has the characteristics of good seizure resistance and strong compliance, and meanwhile, Cu and Pb also have antifriction performance, so that the antifriction performance of the oil distribution disc is improved. And meanwhile, laser cladding is adopted, grains on the surface of the material are obviously thinned, the hardness is high, and the wear resistance and bonding strength of the oil distribution disc are greatly improved.
