In order to achieve the purpose, the control method comprises the following steps: acquiring power generation data and heat generation data of a fuel cell unit; acquiring power consumption data and heat consumption data of a user side; comparing the size of the power generation data with the size of the power consumption data, and comparing the size of the heat generation data with the size of the heat consumption data; and if the power generation data is greater than the power utilization data and/or the heat generation data is greater than the heat utilization data, controlling the fuel cell unit to maintain the current operation state, and controlling the operation states of the other units based on the comparison result. By monitoring the power consumption and
