The control method of the heat pump steam system comprises the following steps that a steam demand quantity increase adjusting instruction is obtained; judging whether the heat pump steam system is in a flash evaporation mode or a hot water mode; if the flash evaporation mode is adopted, a steam outlet is opened, a hot water outlet is closed, an electric heating element is closed, the output power of a heat pump system is improved, the frequency of a booster pump is increased, the opening degree of a water supplementing valve is increased, and the opening degree of a steam outlet valve is increased; and if the current steam yield does not meet the set steam demand quantity and meets a first preset condition, the control system enters a hot water mode, a steam outlet is closed, a hot water outlet is opened, and an electric heating element is started.
