The system comprises a radar information acquisition device, a holder photoelectric device, a detection processor and a fusion processor. The detection processor comprises a radar target detection module and a photoelectric target detection module; the fusion processor comprises a radar photoelectric linkage module, a radar photoelectric fusion module and a radar automatic labeling module. The radar information acquisition equipment acquires radar echo data to obtain a radar image and a target detection result; the radar photoelectric linkage module calculates a PTZ parameter and controls a holder photoelectric device to align to a target; the pan-tilt photoelectric device obtains photoelectric video data, and a photoelectric image and a target detection result are obtained; the radar photoelectric fusion module performs association fusion on radar photoelectric target data, and the radar automatic
