The method comprises the process steps of oriented silicon steel steelmaking, continuous casting, blank heating, hot rolling, normalizing, primary cold rolling, decarburization nitriding, high-temperature annealing and stretching flattening. The heating temperature is determined according to the chemical components, the normalizing temperature is determined through the heating temperature and the actual chemical components, the decarburization annealing temperature is determined through the normalizing temperature, and meanwhile the hot rolling and cold rolling processes are determined according to the grain homogenization principle.
