The heat exchange tube and cooling fin composite expanded connection device comprises a first workbench, a second workbench, high-pressure water power equipment, expanded beads and a safety protection device. The first workbench and the second workbench are used for supporting the fin-penetrating type cooler. The high-pressure water power equipment is used for flushing high-pressure water flow into the heat exchange pipe located at the head. The expansion bead is used for being plugged into the heat exchange tube located at the head and ejected out of the tail of the heat exchange tube along with high-pressure water flow.
