Flexible quality of service framework for different networks

The invention provides a method and an apparatus in a wireless communication system. A method of operating a user equipment (UE) includes generating an indicator indicating that the UE can support an adjusted quality of service (QoS), wherein the adjusted QoS corresponds to a scaling of a QoS parameter associated with an existing QoS indicator. The method also includes generating a capability message including the indicator. The method also includes transmitting a capability message including the indicator to a base station (BS).
