The congestion determination method comprises the following steps: receiving an acknowledgement data packet replied by a client; determining round-trip delay information based on confirmation packet information of the confirmation data packet and communication information associated with the client; and comparing the round-trip delay information with a preset congestion condition, and determining a link state of a communication link with the client according to a comparison result.
